Wow. Where to start. I guess you need to be informed that there is no “track” option. Its a driving mode built into the car. Thats not something you can remove. Furthermore, any car sold in CA has to be legal to sell in CA. The manufacturer clearly has had any vehicle they sell new in CA certified to do so.
